TOUGHNESS DOES NOT WORK CORRECTLY!
How are you testing how much damage you take per hit?
It might be possible foes like u more if u have more Toughness.
the only possible explanation i thought of before is what dagrdagaz said about enemies “like” you more. If thats the case i would think it wouldnt be fair to have enemies “single you out” because of it. I’m not asking to be undefeatable, just better. My testing of this is just so noticable that i havent broken it down to numbers, just through gameplay. I guess the point im trying to make is if i put more into toughness, i should feel “tougher”, and more survivable.

I can tell you the difference between a glass warrior and a cavalier warrior is very, very vast. One goes down in 3 hits, the other doesn’t.
theres a mechanic in this game where it lets you become invulnerable for 2 seconds, i suggest you try that before you add toughness to try to stay alive.
I switched for zerker to soldier’s gear and I can tell you that there is a massive difference.
Toughness does have a big influence on aggro in GW2, so you will get more aggro if you have more toughness.
Even if you have a lot of toughness, you still need to move around a lot. Standing still in this game will get you killed even if you are tough. In addition, toughness doesn’t help at all if you have many conditions on you that cause damage.
i suppose i should have given my stats ect. im as tough as a staff ele gets with a good amount of damage from gear and base traits, including all the defensive traits/spells ect and survive well. its just a general thing thats bugged me for a while now. seems like the answer is simply being aggroed more the higher your toughness. thanks for all the feedback

That is not a universal thing. Some go after toughness. Some go after range. Some go after damage.
