Not the first time I saw this in pvp and it’s pretty annoying when you try to stomp a war 4 times and just before the stomp, he tp a few meter away…
Or you just knock back him out of a platform, follow him down to dps him and he just tp back on the platform.

I reported the player in game but I haven’t seen any topic or anet announcement adressing this problem.

This isn’t a cheat, it’s a server desync caused by lag, where the server and client think that person is in a different place.

Can happen to all MMO’s, regardless how good their Servers are, since everybody must rely on proper routing of all the providers between you and the MMO-in-question’s server-farm.
If you live somewhere in Asia / Australia / Africa or remote parts of Europe you’ll have to deal with this problem until your local providers or those in between upgrade their routing Hardware. Sadly this is nothing you can easily fix by yourself, but some specialized VPN’s, like WTFast offer better routing services for a monthly fee.
I personally am lucky with my connection, so I can not really recommend any VPN’s from personal experience.
Ofc some lag also occurs when Gw2’s servers get under heavy stress, a old problem, mostly discussed in the bug and WvW sub-forum. If you live directly in NA f.e. it was most likely just a temporary lag.

Maybe arena.net should look into these “desync” problems, since this might be the bug being exploited by speedhacks/teleporthacks to make these hacks function.

Or the warrior could actually be botting; do a Google search for “how to cheat at pvp guildwars2” and you’ll find plenty of tools. I’ve lost 99.999% of the sPvP matches I’ve played since returning to the game because of these scumbags. I’ve had times where I’m about to spike, classes that I KNOW, (because I have one of every class,) can’t downed-TP do so, and then, without any teammates nearby, they magically rez with nearly full health. (And I don’t mean just warriors with downed-3, either.)

Funny, i’ve got a few hundred ladder and countless ‘unranked arena’ wins this ladder test season yet i have never lost 99.9999% matches due to a simple desync issue. Also haven’t seen a single infinite endurance hacker and the only teleporter i saw was too bad at the game and was banned in a day. Also the people that do desync, the ones i’ve seen so far anyway, struggle to play from what i see. I think those individuals are struggling under severe lag and are handicapped to begin with. I do agree it’s an issue but it’s not ‘OMG SO OP I DOWN YOU U REZ’, trust me, those folks are having a much harder time just playing the game.
