Once you escort him and the sylvari to Crossroads, he turns into a merchant supposedly to sell booze for karma, but when you click on him he just shows my inventory to sell.
Don’t know how long this has been bugged

Recent issue, click on the sell tab then click back on the items for sale tab and then it should work as expected.
