Taste Liquid of World Experience
Perhaps you need more than one Taste to level up. I do, and I am only level 33 or so. I used to only need one, but as my levels increased, I need to buy two each time now.
Each wlvl requires 5000 wxp. So one liquid is enough ;/
Did you use it on the right char, only thing I can think of.
Anet likely didn’t want to remove the armor stats entirely because…well,

Remember, to qualify for the Daily Achievement, you need two ranks.
