Is this event bugged?

It goes from: The Pact are preparing to attack the Temple of Melandru.
To: Defend Gavbeorn’s Landing from invading Risen (80)
And then back to: The Pact are preparing to attack the Temple of Melandru.

This is even after we cleared all the mobs well within the time.
The escort just doesn’t trigger.
