When you use the Mesmer’s focus skill “Temporal Curtain” and walk through the field, it does not apply swiftness to you if you already have the swiftness boon, for example from “Signet of Inspiration”.
I only know for sure that this is the case when you walk through your own Temporal Curtain, did not test it with other people.

At least for the time being that is actually working as intended.
