"Test Your Metal" unbeatably bugged
Did you talk to Snarl (the marked NPC) and select the conversation options marked with a green (story) star? You need to pick both options to proceed, if you walk away or close the conversation tree without selecting a dialogue option, it won’t progress.
Yes, I tell Snarl to release the ghosts after setting up all 3 turrets (I tried multiple times with different turret placements), and I get the dramatic music and no ghosts spawn. Talking to Luccia and Euryale at this point gives the impression that the quest “thinks” that the ghosts have spawned (“Are you deaf? Can’t you hear the ghosts coming?” and “What the-ghosts! Shoot them!”) There’s no marker at the point the break happens.
I haven’t been able to reproduce this issue. It’s working ok when I try it, but I’ll dive deeper and see what I can find.

Tested it again, as it turns out third time was unfortunately not the charm. Please forgive the slideshow-like frame rate.

Looking at the video, the problem is that you’re looking in the wrong spot. The initial wave doesn’t come from the same location as the ghosts during the cannon trial. They’re inside, by where the turrets are obtained.
Ah… well, I would feel dumb now, but I feel like that isn’t really obvious from playing it. The mission should still spawn the ghosts, because the mission feels broken.
