You have to hit 1 or 3 till you point it the right direction then press and HOLD 2 DOWN.
You have to practice to get the right distance.

@gods knight.4936 is correct, you have to hold down the keys. When firing, the distance your bullet will travel is based on the firing power (ie how long you pressed 2 down).
If you played scorched earth or HedgeWars type games, that’s how the trebuchet and cannons are played.
I have wasted good 30 minutes of my life trying every position of the trebuchet, so it is not me. Of course i held down 2 to get longer range. The quest is itself bugged. Needs a fix. Or, at least, it works only for some, and for some others it doesn’t. That might be.
