Guild Wars 2

Am I doing something wrong cause I can only get a few percentages a day on the reward meter and then it stops.
Is this right or am I missing something cause I thought you could play as much as you want and fill your meters with how much you want a day.
Right now I cant get passed 46% no matter how much I play.
Is there a limit or is this a bug cause if it’s a bug please fix it cause I want to play spvp and not being forced to do something else.
