A lot of the time going into stealth doesn’t even work.

I too have noticed the Signet of Shadows passive speed boost disappear during combat.
I’m pretty sure signet of shadows works, everyone moves slower when you go in combat. If you run next to somebody without it you move faster still.
I’m pretty sure signet of shadows is working correctly, it’s just that the in combat -speed penalty is pretty large. So you naturally go faster when out of combat and it is very noticeable.
And what do you mean Infiltrators arrow isn’t working on Kylo? Are you sure you aren’t trying to go too far with it? It’s a shadow step and shadow step has 2 pre reqs for it to work.
1. You must be able to walk to the location.
2. There is a max “walking” distance associated with it. (Think of shadow stepping as instantly walking the distance to your target, not magically teleporting.)
While the distance is fairly long, a lot of people misjudge walking distance . For instance in Kylo say you are right in front of clock tower and you try to shadowstep up onto the ledge right above you. To do so would be the same as walking through the bottom corridor of clocktower, walking up the ramp on the other side, and then running along the ramp for a fair distance. This out reaches the max distance of a shadow step.

Agreed on the stealth needing some improvement seeing as it is a major part of the Thieves. I understand being hit by AoE, but channeled spells should probably disengage when a Thief goes in stealth; but the most annoying part is when Mesmer illusions, Ranger pets, or Necro minions all stand around you just waiting with a big pointy arrow HE IS RIGHT HERE.
