With the thief signets (noticed most with signet of agility, but I’ve seen it with infiltrator’s too), sometimes when you have one of your utility skills on recharge and swap a signet into another slot, the signet gets put on recharge for the same amount of time as the other skill.
See picture: 39 seconds of recharge left on a 30-second recharge skill.
Not sure exactly what the conditions are for it happening, but I can reproduce it pretty reliably by putting shadow refuge and blinding powder in slots 7 and 8, using them, then switching signets in and out of slot 9.

that’s interesting. i only play thief and have yet to see this…i’ll see if i can replicate this for you.
EDIT: Sorry, but no matter how much I tried…I could not replicate this issue.
Strange. What race/gender are you? I’ve tried it with different healing skills, elites, and weapons equipped on the off chance those affect it, but it happens every time. My character’s a female charr.
Exact method I’m using to test:
1) Shadow Refuge in slot 7, Blinding Powder in slot 8, Infiltrator’s signet/Signet of agility /Signet of Shadows in slot 9. In Lion’s Arch (though it definitely happens other places, just mentioning this in case location does affect it).
2) Use shadow refuge and blinding powder
3) Switch to another signet.
Goes on cooldown every time. Doesn’t seem to happen with assassin’s signet, just infiltrator’s, agility, and shadows (all of which, probably not coincidentally, have 30 second cooldowns.) I tried resetting my traits and it still happens with no trait points spent.
