So the problem is when thief steal this ability he does double or triple damage of the warrior and most of the time evade all attacks, well big damage from thief is acceptable. but where from comes the attack evading while doing whirling axe ? i am not sure if this is a bug or developers think it’s ok. So please someone answer me.

The ability you’re describing is one of the more rare steals in my experience. I think it’s intended to be a nice DPS boost, but I doubt it does as much as a the native warrior ability (although I can’t confirm that for sure).

As for the built-in evasion… I’m fairly sure that’s intended. Out of 100 steals, I maybe get this ability 1-5 times, if that. It’s pretty rare (especially in PvE). It seems a bit more common in WvW.
