Thiefs Shadow Strike bugged

Hello guys,

I think the torment on Shadow Strike for thief is bugged and this is why:
Tooltip unbuffed displays: Torment 2 stacks (6 3/4s) 1004 damage, 2007 if moving.
Actual on target damage: +/- 350 when moving ( per 2 stacks)

Is torment massivly affected by toughness or is it just bugged?

That 2000 damage is torment’s output over 6 seconds, not per second.
