It’s a money sink, they won’t allow infinite-uses items such as Guild Kegs work towards them. IF they ever worked (like the infinite elixir bottle), it was fixed a couple of months ago.

Or, you know, you can just buy the drinks for karma in the Monastery in Queensdale after you completed the heart, which even add 3-4 drinks per swig.

Nobody is obligated to get this achievement. In fact, it’s counter productive to the general player, as it’s a pure money sink mechanic with no benefit or even related to gameplay at all.
That doesn’t change the fact my original response is true.
Gotta love how easily “entitlement” gets bandied about…
