The quest in Timberline Falls where the krait kidnap the quaggan is required it be failed to get the precursor shark tooth for the mace.
It is not possible to fail this quest at the moment. I stood around for a very long time waiting for it to fail, however the krait after killing/chaining the quaggans take one away as kidnapped then proceed to swim in circles doing nothing, never actually taking any more.
