It’s ingame since a few patches now. Just forget to report it.

Well yea, if a mesmer casts time warp, only the mesmer himself can see the time warps animation and hear it’s sound. For all other players (with some rare exceptions) the time warp is just visible via a big combo field. They cannot hear nor see the time warp.
