Guild Wars 2

I’m on the personal story step Track the Seraph. I’ve been to Black Haven and talked to Lionguard Keene. The next part says for me to “Meet Agent Ihan at Black Haven”, but I cannot see any instance star to enter. I’m right on top of the green starburst on my minimap and there’s nothing here. I’ve relogged and that hasn’t solved it.

I should have no trouble finding it, but it simply isn’t there. The character I’m on is level 70, and the story level is 30, before anyone asks.

I’m having the same problem. The green star is on the map, but the entrance to the instance just isn’t there. Did you find a solution?

Same issue, “Meet Agen Ihan at Black Haven” with a green star on the map just SE of the waypoint, but no Agent Ihan to be seen, and Lionguard Keene doesn’t have any dialog regarding Ihan.

Been 80 for a long time, so level’s not an issue. Thoughts?

Update: Tried;
• exiting the map and returning,
• finding a different instance of Kessex Hills,
• going to character select and picking a different character and returning,
• logging out entirely,
• activating the Living Story and returning to the main story,

All with no luck

Solution found!

I was also stuck at Black Haven waiting to speak to the Agent to activate the next part of the quest. Nothing happened, then I noticed a swirling green star, way off over the other side of the map. When I walked over there the Agent was standing there. When I spoke to him the “instance” opened up and I was able to complete that part of the mission/story.
