Trainers in Queensdale being rude.
It is part of the changes that came about with the NPE. All trainers in the lowest levels of the Starter areas have this dialogue. Thus, it is not a bug. In-game Bug Reports will garner no response as stated on the report window. You can enter your Home City and speak to the Trainers there to purchase traits.

What is an “NPE”? Where can I read about it? Why were the changes made? When did it happen?
Well it’s definitely a bug, if only in the text they speak.
NPE stands for New Players Experience. It’s a new (and dumb) system that went live with September Feature Pack.
Also, YES it IS a bug as even level 80 characters get that dialog if the player doesn’t create a new character and go through the leveling process again.
In short, NPE was a system designed to streamline things for “new” players. But the system is very fault at the current stage and need a lot of tweaking and fixes. Some info about it can be found here http://wiki.guildwars2.com/wiki/Leveling_rewards I’ll update it so soon I grab more links.
