Purchased the level 60 manual to change traits. I am not able to use the manual to retrain. Character is level 80. I see this issue has been reported multiple times. Any fix yet?

I don’t understand
Retrain:
1) Go on your trener and click on him
2)Click on " I’d like to retrain my traits.
3)Click i’ll pay……

Manuals only work once. Much cheaper to pay the 4 silver or whatever to just retrain.
