Some traits and runes are granting Condition Damage for a specific percentage of another attribute (e.g. Superior Rune of the Undead [(6): 7% of Toughness is converted to Condition Damage]).
These calculations work fine for the basic values of the attribute. However it does not work, when you increase an attribute, from which Condition Damage is calculated, by weapon or profession skills. The first explanation could be a display bug in the hero panel, but it isn’t, as shown by the following test calculations.
While the tests armor and traits setting was not changed. Only a skill to increase a non Condition Damage attribute was used.

Same thing occurs with runes like Superior Rune of the Undead [(6): 7% of Toughness is converted to Condition Damage]. No adjustment in Condition Damage by using a Toughness buff through weapon skills and Signet of Earth still 599 dps.
The following example shows how much that effect could be for an Elementalist.

As a result Elementalist is missing 580 Toughness * 0.17 = 98.6 Condition Damage. (129.2 with Conjure Earth Shield [+ 180 Toughness])
It seems that condition damage from percentage properties is only calculated on the basic value of an attribute and not on attribute buffs through traits or weapon skills. That makes sense for boons such as power granted by might, for it would be too much Condition Damage. But whats about the named issues? Bug or intended? How about other professions than Elementalist?
