I just bought an extra character slot to finish up my hints achievement. I created a thief but the F1 hint has not popped up.

Do not use F1. Maybe the hint does not pop up because you are doing it right.

All you can do is keep trying.

This also is happening for the Traveling to WvW achievement. I have been there numerous times and have all the other WvW hints. I did try starting a new character if that could get it to pop, but it didn’t.

Would it be better to submit these bugs through an in game ticket?

You can, but since this issue has persisted since launch, it’s evidently low on the priority list.
