You need two of the SAME legendarys!
2x Meteorlogicus or 2x Sunrise but not 1x Meteorlogicus or 1x Sunrise.

Twice-Told Legend is only for having two of the SAME legend. No bug here, alas, just lunacy that would make the Mad King proud.

This is not a bug. When Anet introduced the wardrobe many ppl had 2 of the same Legendary. Then Anet created this achievement to compensate them; b/c the skin and the weapons are now account bound.
