Unexplained delay every few patches
There are only 2 data centers (and China, of course) for GW2. I’m not sure anyone can be within 250 miles of both.
Remember that the ‘ping’ shown in-game included server processing time.

Every few patches, I always get inexplicable lag that makes the game impossible and completely infuriating to play.
It will say 30-60ms ping in my F11 window but every few seconds there’s just some hidden 2400ms hidden away in that ping because all my skills have 3 seconds delay.
It’s definitely not my internet, my speedtest.net shows <60 ms ping with every server within 250 miles of me and 66 MB/s down.
Please fix your server issues. There are always other players experiencing the same problem.
I am seeing slo-motion in Lion’s Arch when there are few people.
Forget going into a boss fight or WvW when the game is that slow.
WvW was like watching a picture flipping on paper, amazingly slow and jerky.

You could try clearing the directories:
C:\Users\<User_Name>\AppData\Local\Temp\gw2cache-*\
C:\Users\<User_Name>\AppData\Roaming\Guild Wars 2\

And possibly also defragmenting your hard drive – unless you’re running the game from an SSD drive. Maybe it helps, doesn’t hurt to try. Just be sure you still remember your password or have it saved somewhere, before clearing those directories.
It won’t help with server related issues, but slow-motion graphics won’t be server related, it’s possible it would help on that (depending on what the actual cause is). Basically the various cache files could be out of date after patch, and it’s possible that would cause latency in all sorts of file loads from the drive.
