Using 1 spell is making another going on CD
Very similar to the engie stealth bug:

I don’t know about the Engi one, but this on guardian might be related to the changes to water combat spells and how CD works.
Previously, if you had a skill “A” on #7 on land and skill “B” (also on #7) on water, they had separeted cooldowns, meaning you could activate one, jump on water/land and activate the second spell right away.
Now, they have a shared cooldown, if you activate skill “A” on land, and you enter water, skill “B” will be on cooldown because they share the same utility slot (#7) for exemple.
