Seraph Outfitter Eva is a dungeon merchant at Fort Marriner in Lion’s Arch, Vendor does not Sell Major Rune of the Noble.

I can confirm this.
Somehow ANet have changed what would be the Major Rune of the Noble into a Minor variant, meaning there is now 2 of the same item, despite the cloned one still costing 30 CM tokens.
