Bugged. cannot interact with this npc.

Hmm stange, i swear i did this like a few hours back, though there were many people just standing around it till i came by and started it, wonder whats all that about.

Any word if this is one of the skill challenges fixed in the latest patch? Would really like to get this zone finished
