Victor's Cache doesn't give correct loot.
Following the link you posted, there is no mention of a Vision Crystal.

the actual item in my inventory shows (as of today, with my emphasis):
Double-click to open. Contains rare and exotic
gear, spirit shards, and a vision crystal.
At the time I spoke to Customer Service about it, the wiki had the same quote.
CS told me that it was a text bug: the cache has a chance (very small) of dropping a crystal; typically, it’s just gear.
added: for what it’s worth, this is also the description (as of this edit) on the wiki; the list of contents there is accurate, according to Customer Service.
tl;dr correct loot; incorrect description that will get fixed whenever they do some description fixing

If that’s the case and it is just a description that’s fine, as long as they know about it.
