This effect is controlled by adjusting your “Character Model Quality” slider in your Options > Graphics tab. Lower quality removes animated “ghost” effects from models, higher quality displays these appearances but is more graphic and memory intensive than the low quality non-ghosty effects.

I tried this and relogged, phantasms were still missing the ghost appearance. So no, that’s not what’s causing it.
Other players are reporting that increasing their Character Model Detail setting corrects the issue of them not being ghosty. Have you also tried increasing your Character Model Limit setting higher? Or just the “detail” setting was tried? If you would also try boosting your Character Model Limit setting higher to see if that corrects it for you instead.
If that does not work, can you include a screenshot of your graphics settings please? Perhaps there is another setting that is causing them to appear opaque for you.

I’ve found other reports of players stating it is actually the Character Model Limit setting that is the one controlling whether phantasms appear ghosty or as if they were clones. A dev has responded to reports on this issue. Hopefully it will be addressed soon.
