Now with more testing i realized the problem is not vigil shield. It’s actually vigil coat which is doing this. I tested shield with Cof coat and it was fine. I also tried charr racial shield with vigil coat and it was bugged.

No, it has been over half a year…
I’ve posted about this issue thrice on the forums. Reported it firstly in-game back in January and not as much as a peep about it : /
