This has been going on for several weeks now with no resolution. There is blatant exploiting of waypoints in wvw allowing servers to instantly WP into a contested keep forever.
Of all the bugs in the game this one completely breaks WvW and has seemingly been completely ignored when the supply drop bug was fixed relatively quickly.

This may not be a bug per se. A keep (or Stone Mist Castle) is only contested if damage is being done to the structure. If all the attackers are just killing defenders and npcs without dealing damage to walls, defensive siege (ie cannons/pots of oil), or gates, the keep will no longer register as contested. There is also a tactic called Emergency Waypoint that can be activated to give a 1 minute waypoint that works even when the keep is contested.

A reasonable solution would be to add keep lords to the things that can trigger contest if damaged, but that is not something can be fixed as quickly.

This is an issue that goes way beyond timers and can be exploited at any time by some servers (Yaks Bend) it’s sad when you have to rez camp spawns. Fix this ANET once this becomes common knowledge it will kill WvW Dead.

Sorry to say this, but JQ and BG do it too. Stop acting so holy.

Everyone is doing it in all tiers and it is killing many peoples desire to continue when an easy victory or even a major victory is stopped by an infinite spawn of enemies.

I can confirm this is becoming a big issue for WvW. While attacking TC’s garrison tonight, we were forced to wipe the same few defenders repeatedly instead of capturing the keep, until they came into the bugged WP with a full sized map blob. The keep would have been ours had the enemy not been using a bugged WP to stall us and wipe us, but since they had it they managed not to lose something that they rightfully should have.

Basically there is a bug where a waypoint stays open even when it contests and for sure there is no emergency waypoint activated. You can see the tactics on a keep, and when a keep without emergency waypoint, contests and people can keep waypointing in, that is for sure a bug. I have seen it on enemy keeps and it has happened on our keeps sometimes too. There is for sure a waypoint bug.
