Walking over ground procs "Frigid Breath"

I was running around in circles on a patch of ground in Frostgorge (waiting fwor a friend to finish at the merchant) when I found a area that gives you the “Frigid Breath” condition just by walking over it.

As I was running in circles, I had about 5 stacks and was almost dead before I even realised I was taking damage. Screenshot provided. Walking forward of this point just 1-2 steps will give you the condition. Walking backwards over it does not.
