Guild Wars 2

When I attempt to use Call to Arms, nothing happens. The icon doesn’t pulse, there’s no cooldown, my character doesn’t do any animation and I don’t get the boons. This happens when I click the icon, press my hotkey and press it after being rebound. It also happens on other warhorns I have tested. However, it works in Heart of the Mists. It also works for other guild members I have asked about it.
