Is it intended?

I put every watchwork part in bank (still don’t have 250) and I cannot buy any new sigil or weapon because it shows that I have 0 parts.

You must have the items in your bags, not in your bank, for them to be used in purchasing the items that require the watchwork sprockets. Bank is for storage, you have to have them on your person to use them.
