Water Buckets - Never / Rarely work
I’ve never heard of this issue, but I have to wonder if you’ve tried a -repair or even a full reinstall. Given the problems you’re running into and your friends are not, I would think that there’s something buggy with your client rather than the game itself.
I have the exact same problem with water buckets. For me, it happens most often with waking drunks. I can almost never get that mechanic to work, and nothing I try seems to improve my success rate. Putting out fires seems to work more often, though not 100% of the time.
It could be a client problem, but it affects me on two separate computers with very different specs including where I’m connecting from.

When the water bucket is poured on a location, it sends a short-range “signal” to indicate that it’s been used. Have you tried adjusting your character’s position to see if you’re dumping the water in a different spot than the game is looking for? (For example, standing ON the drunk and dumping the water near him won’t work.)
I only had a “problem” once washing the cows as a charr. The animation showed them as “stinky” but it didn’t always work. First time I did that I had no problems.

I try to aim the pour so the water splash hits the drunk, but either it’s not working well or is far too finicky for me. I’ve tried different positioning too (including standing on the drunk, heh) to narrow down where the game wants me to pour. I can’t say any one position works better than another, because the success rate is pretty low regardless.
I have exactly the same problem. Thankfully all of the hearts have other objectives that can be done in order to get completion but I would like to have the option to wake up some drunks in a rude manner!

I’ve had this happen as well. Doing the same heart event on multiple characters have left me with some differences in experience; some characters have no issue and then the next seems to have been blinded like Kormir.
I used to be able to awaken drunks with water buckets without issue, but now it rarely/never works for me. It’s particularly bad at the Penzan heart with all the passed out pirates, but then that heart seems to be rather buggy in general sometimes.
I haven’t changed the way I splash water, so I’m not sure what’s going on here.
There are 2 or 3 places(Lornar’s Pass) that the buckets just don’t work. Mostly though I’m too close and a step back works.
I submitted an ingame bug report on this for at least the Penzan heart. I probably spent about 30 minutes trying to wake up drunks with the water. I never succeeded in waking a single one, I don’t know if it was the wooden platforms or what. I finally completed it by breaking up a single fight and stealing a lot of rum.
I’ve got about a 15% success rate in other drunk/bucket related activities. I’m usually successful when it involves fires or cows.
The Penzan heart being buggy was nice, because I was there long enough to hear the great song.
The farm in Shaemoor is a great place to see this bug in action. About 20% of the corn stalks are “unhittable” with the water bucket, regardless of position – but not always the same ones.
This leads me to believe that the issue might not be in the water bucket itself but rather with the objects you’re trying to hit. Maybe the server has those corn stalks marked as “watered” but the client still shows the “dry” version for some reason. In other words, it’s not that you’re not hitting the object, it’s just that your client isn’t updating the model properly.

Most of them stand up and go back down with the death animation, not giving any credit.
I was, however, able to get credit for waking up a drunk by pouring water on one of the fighters that had been downed.
That heart seems clearly bugged.
I had this happen with the Penzan pirates only, and I’m pretty sure I tried every position possible before I gave up and completed the heart using other tasks. I mostly play using wireless modem, in Australia, and often experience relative lag compared to ADSL on my PC. I’ve had failure to complete tasks in other games because of failure of signal to reach host server in a given time interval, and I wonder if this is a factor.
I did notice that water buckets were not working for me when I was standing “too close” to the target object. This was a little bit annoying but still easily fixed by, well, positioning “not too close” instead.
It’s a minor detail, but still something that might be worth fixing some day.

For me the only water buckets that NEVER worked are the ones needed for waking up drunk ppl at Lornar’s Pass. The ones needed for watering crops in Queensdale I can SOMETIMES not get to work, no matter where and how I use them. Last time I saw them fail, they also failed at extinguishing fire when a bandit event started with bandits setting stacks of hay a fire.
Yeah, hit detection definitely needs work. Either the servers aren’t sending correct position info to us, the hit radius is way too small, or it’s a client issue.
I’ve had this several times, works on some and doesn’t on others. It’s kinda like the bug where you can see someone downed but when you try to res them you get like 15hp and then you stand up again because they’re not really in that spot.
I have never been able to wake up a drunk with a water bucket, ever, with any of my characters. Yes, I have moved around the drunks to try to hit just the right spot to trigger it. Honestly, we shouldn’t have to do an elaborate dance around a trashed pirate just to try to make an element of the game work.
My character’s heights range from down to max height asura and up to max height charr, so size doesn’t play a role, at least. Neither does race, I’ve tried it on Sylvari, Human, Asura, and Charr.
Other water bucket tasks I rarely have a problem with, it’s just those kitten drunks.
I’ve had the same problem since beta. I can put fires out, but dumping water on a drunk doesn’t work for me. Like others, I’ve tried standing on, in front of, beside, facing various directions and nothing works. The AreanaNet drunks must party very hard!
Until seeing this bug report, I thought I was doing something wrong and something other than a water dump was actually needed to wake drunks. I’ve tried various emotes and none of them work either.
This happened to me on occasion as well. I’m never able to wake up the drunks in the pirate cave in bloodtide coast on my characters, and my friend wasn’t able to either. The same for drunks in Lornar’s Pass. But I am able to wake up the drunks in wayfarer foothills.

I had trouble in the asuran story mission where you have to extinguish fires at the burning archives. Standing directly in the fire did not work. A bit away did not work. I really had to be a bit more a way where it seemed like the animation did not hit anymore.
Would be better if there was a small ground targeting skill with very small radius.

Unlike most of these users, I often DON’T have problems waking drunks. My problem is with extinguishing fires and watering crops most often. And as I said, when my friend plays with me, doing the exact same task at the exact same time, she has ZERO problems with getting it to work. She has shown me exactly where she stands, I duplicate it, and it never works for me while always working for her.
I’ve stood next to the fires, in the fires, five paces away from the fires, and from all different sides of the fires and it just never registers as functioning. It sounds like from other posts here that it’s a positioning issue, that my client is showing me as not being quite in the same spot as the server sees me as being in, perhaps that’s it but I don’t know how to fix that if I can at all (help?).
When I try to water crops in Queensdale, I notice a random selection of them grow and others remain withered. So that seems to put the positioning possibility into question, but I won’t discount it. I also just wonder, though, if there is this server/client inaccuracy, wouldn’t I notice it constantly when trying to do jumping puzzles and target monsters/players? Which I don’t seem to have any problems doing.
