Currently well of power gives 1 second of stability. Is this meant to pulse 1 sec stab? Appears to be a bug as currently the stability effectively does nothing.

No, the stability isn’t meant to pulse. It’s basically just meant to be a stun break for the necro who drops it, with 1 second of stability. The pulsing only applies to removing conditions.
