i encounter that problem in manys hats or mask, sometimes the hair of character disappears …. thats happen with the reward of mad king too and i think my character is not cool without hair! where is gone?!?!

Its prolly not a bug. I am going to assume its intentional.
The easy and quick solution to prevent clipping issues with all the different hairstyles.

I do hope however Anet will fix this though.
Becos yes, its not pretty.
And its why i am not gonna use the free helloween witch for the moment :-(
