I am unable to whisper friends, or see messages that they have sent me.

The ‘pink text’ appears on my chat window showing the message I have sent, but when I ask them via party-chat if they see it, they cannot!

In turn, I also cannot see messages that they are sending me.

Confirmed.
No Pink Text Appears when whispering for me.
Can talk to guildies via guild chat but whisper is no longer working. They can’t send me messages and I cannot send them any messages. I sent a bug report in game.

Same problem here
Have to Mail my friends to talk to them.
