The White moa like the other moas skill is to effect the people around it for its F2 ablity, Its Regen however doesn’t work for anyone around it nor on its master. I don’t know if this is supose to be the case, But if not would be greatful for the problem to be addressed so that i can fully make use of my bird!

I believe the F2 skill for the white moa is icy screech.

youre thinking of the moas 3rd or 4th skill which is activated by the pets AI and not available until level 80

But the icy screech has a regen effect still, isnt that supose to effect others around?
