I recently purchased two bank tab slot upgrades through the Black Lion Trading company gem store (1200 gems total), but when I go to the bank they aren’t there (I still only have the one tab that you get for free). I have tried relogging and switching characters to no effect.

I sent in a bug ticket, but should I be contacting someone else since it’s related to a gem store transaction? I feel like right now I’m out of $15.00 and it’s making me really sad.

Try looking if they are in your ingame mail. Afaik you get them as normal consumable item if you buy them in the gem store and not directly from your bank.

Thanks! Is there usually a delay between when you buy them and when you get them in the mail? I’ve checked my in-game mail, no sign of anything.

No, you should get it instantly. Try to delete some of your older mails (the inbox has an limit of 9 or 10 mails).
Story related mails (without an normal mail icon) should not count towards the limit, but I’ve heard that deleting them might help.
