Just a few thoughts:
I have a Necromancer, I often use Scepter/Dagger and Dagger/Dagger. For this I have 3 daggers and a scepter.
When I use a different set for example Scepter/Dagger and Dagger/Warhorn all my skills are usable when I switch weapons.
But when I use S/D and D/D my dagger skills on the offhand set are NOT refreshed when I switch weapons.
When I started though when I possessed only 2 daggers and a scepter, I just thought : the dagger is probably still on cooldown, but now I have 3 I wonder why. Effecively it’s not worth to equip 2 times the same weapon in the same type of slot (be it main- or offhand) unless you’re talking about sigil space or stats
I’d say this would be most usefull with regards to the offhand set: I can also see changing it for all weapons could lead to abuse (warriors using 2 greatswords with 2 times sigil of battle for example) or other builds using 2 similar sets.
But when the first set is used the second would come available without cooldown but on weapon switch back to the first one you are still confronted with (running) cooldown from that moment on…
You do not have an alternative weapon equipped (Say you’d be running Cof Speedfarm you probably wouldn’t care if you’d be able to do 2 times the amount of hundred blades when you’d be able to switch withing 5 seconds) But when running a dungeon where switching on the fly is necessary you’d probably be in a world of hurt…
My Question: Why is it not okay for me to have recharged skills on my duplicate off-hand set when I do carry the all the physical weapons needed for a 2nd set. I know this will cause the game to become more fast and deadly, but then again, why not? I payed for the dagger, a person running different weapons does get all recharged skills? So why not me too?

It’s always been that way. And, having 3 daggers is indeed pointless, since you could just equip a main hand scepter and dagger and an offhand dagger in 1 slot.
The reason they did it that way is to prevent abuse from certain skills. Let’s say I run Axe/Mace and Mace/Mace on my warrior and your proposed idea of letting offhand weapons recharge if you have an extra one would be implemented. That would mean I could use my Mace 5 to knock down a target (or multiple), switch to Mace/Mace and knock them down again once they get up, effectively using a skill twice in a row that is on a long cooldown for a reason.
yes but you use 2 offhand wepons to do so? and if they are on a 25 second countdown, you’d be able to knockdown them twice for 2 of 3 seconds each but the both would be unusable for how long? 23 seconds and 33 seconds… Yes they would be usable quite close to another again, but then you’d be running into weaponswap cooldown…
Don’t think of the skills linked to the weapon, but rather on you. If you have used skill A, you won’t be able to use it again before the cooldown, no matter what weapon you use.
with warrior I must say It would possibly be 23 and 28 secs because of the fast swap trait. and with rune of the warrior 23 and 27… after first use…
