Why won't it let me purchase gems?
The only fix right now is having a friend that can send the 400 gems worth of gold, so you can alter the amount, after that you can send his or her gold back. For now it’s waiting on Anet to fix this.
When I had this problem about a month ago, it was because the address on my credit card spelled my street name with a space (fictitious example: Wood Worm instead of Woodworm), and that was holding up the entire process even though the proper spelling was without the space.
So, double check that, use it exactly how it’s written on your card/bank statement or online statement/settings.
Sometimes the system is just down for a little bit, though. A week long outage has not happened recently.

I made sure everything was correct, and also contacted them. They sent a message later on saying everything should be fixed now, but i’m still having the same problems.
Then, you can update your ticket with that information.
