So I turned the ability to see skill recharge on in the interface, and wilderness survival has no effect on survival skills at all. I tried this with both lightning reflexes and entangle it did nothing.

Wilderness Survival is the name of the trait line. It gives increased Toughness and Condition Damage. Wilderness Knowledge is one of the traits in that trait line which increases recharge rate on Survival skills. Both Lightning Reflexes and Entangle work as expected with Wilderness Knowledge, 32s recharge for Lightning Reflexes and 120s recharge for Entangle.

Actually the trait is working better than it says on the tooltip. It is actually giving a 20% cooldown reduction instead of 20% faster recharge. If it was actually 20% faster recharge they would be 33s and 125s.
