Worker keeps grabbing and using supplies for a non existant wall upgrade non stop.

Actually the bug is probably that you don’t see the upgrade progress on (possibly doors) upgrade.
Sometimes the progress event doesn’t appear on your screen.
Next time check to see if an upgrade is actually started at the npc, and maybe try to start it to confirm.
