The Redvale Refuge supply camp wouldn’t give double supply even though it was upgraded already. And also the caravan guards wouldn’t appear.

First picture shows the upgrade bought at the camp.
Second picture shows how the dolyak is forever alone despite that the caravan guard upgrade is already bought.
Third picture shows the tower supply before dolyak enters, and fourth after dolyak enters.
As you can see the supply only increases by 35.
