WvW invulnarable outside of base

should this really be possible near the lowlands supply?

They kept pulling the guild claimer up the hill and when we went to wipe them out would move to that spot and stack so we could not kill them. The guild claimer did not move back to the supply area, and they can damage use, without taking any damange themselves.
