The skill point is at north-east end of red team’s battlegrounds, at Blackwicker Camp.
There is no NPC or object to start the skill challenge. Killing centaurs and the veteran that spawns afterwards for the events did not make one appear either.
The skill point is clearly above ground, it is outside and there are no caves nearby.
Still bugged as of this moment. As the OP mentioned, killing centaurs and the Veteran does nothing, etc. as he said.

Still a problem, on Borlis Pass server, today.
I have been here twice today and there is nothing here to get a skill point from. This is the only point I have left to do on this map. Red, top center battlegrounds map, Borlis Pass world.
