Guild Wars 2

So I used a scroll of knowledge then started to do the living story. I was in the instance where your utility skills get switched with ones that go with the mission. (one is to use a smoke grenade to use on enemy siege, and the other is for the other char to snipe a enemy). I noticed i could use the arrow to select another utiliy slot and also the arrow to select an elite. Of course i couldnt select any other elite besides the mistfirewolf.
At first i though oh after the mission i wont be able to use it again. But its stayed there even after logging out.
I have left some pictures as proof. I believe i had the elite at level 22 or 23. and to my understanding you arnt suppose to have them till 31?
Hope this helps. Also will i be banned for bug abuse if i use it as it is now?

You won’t be banned for an anomaly. I found this happens in certain Personal Story instances (ones that do not change your utilities or skills), as well. Happy coincidence for my characters, (even though they are just key-runners). Lol.
