1. If you wish for an answer from ArenaNet with little delay, the best way is to open a Support ticket.
2. As a developer myself – although a web-developer – I can tell you that just because the effect of the bug seems simple, it does not make it is easy to fix. More often than not, even if the fix IS easy, it takes time to find exactly WHERE you need to fix; anyone who played with JavaScript probably has a story about debugging for hours because of a missing semi-column.
3. Unfortunately, as this is a graphical glitch and not something that prevents you from playing, it will be fairly low priority for the developers at ArenaNet. I have had a similar glitch happen to my engineer where my Sclerite Karka Shell becomes mixed with whatever backpack kit I use, so I can empathize. However, I would prefer for ArenaNet to concentrate on the game crashes caused by events with massive fights.

How did you come to that conclusion? No, the support staff don’t fix the bug themselves but, where would you report a bug if not to support? Few companies give their clients a direct line to the developers. Be it trough a tool in the software, a forum or an online form, you report the bug to technical support and they submit it to the developers for them to fix.
In this case, I meant not to expect a quick answer – from his posts, the OP expected one within 2 hours – in the forums: if what you want is a quick answer, submit a support ticket. I never said he would like the answer; they would probably simply thank them for reporting the bug but, at least, the OP would have the confirmation he seeks from Anet. The Anet support form does have “Technical issue” and “Gameplay” as categories after all…
This has been a bug since release. It happens with any and all back items, on every race and probably with every kit. They know it’s there. They’ve posted on the Engineer boards specifically to mention that they’ve been spitballing ideas on how to handle it.
