backpack outdated
Heh … even the HoT ones do not have HoT stats. They have already said they don’t want people who do not have HoT to have HoT stats so the answer is probably “never”.

simple solution
HIDE THE OPTIONS FOR PEOPLE WHO DON’T HAVE HOT
come on, it’s not that hard. Games have had limited options on dropdown bars since runescape first came out. How hard can it be, just program some options that don’t show, or are colored red, if they don’t have HoT..

Solutions might be simple to describe; that doesn’t make them simple to implement.
Well, backpacks and other Ascended items are split for Core and HoT.
This backback is a Core backpack, released before Sinister/Nomads stats.
If you made it for the skin, you got the skin, if you made for a certain stat that it doesn’t have, that mistake is on you really.

If age old games can do it, I can hardly picture why a modern company like anet couldn’t

I can’t disagree with that, but I can’t feel like I’ve been backstabbed a little. The least they could do is allow restatting like we can do with armors and weapons. The backpack is a pretty big part of every build, so it should be a possibility, no?
I can agree with being able to stat swap backitems, rings and accessories, but with the vast availability (and relative cheapness) of them, there’s no need.

In what way are they cheap? So far after been playing since 2014 I have only been able to craft one Ascended back pack in MF as that was the only one that I had enough mats to actually craft. I haven’t seen any ascended drops from back packs in open world PvE or from doing WvW on regular basis.
Looking through wiki shows very little info on how to obtain the new quadruple stat combo for back packs and yes I have living world 2, HoT and living world 3.
I wish that ANet made it as simple that you could just change stat in MF by the same token as armor. Not too much to ask for as just crafting some of these items will force you to hunt down either not-to-easy to find mats or to spend a lot of Gold.

Simple as visiting a vendor for quad stat pieces.

You have to farm the currency for the particular map the vendor is in, too.

GW2 is apparently held together by bubble gum, paperclips and duct tape judging from how even the simplest thing is always an impossible task.
Maybe ANet should check if Richard Dean Anderson is available.

or complete the WvW/PvP reward track for those maps although you need to complete get far enough into the relevant episode first to unlock those tracks.

Of course the catch is the Unbound Magic, but that can now be farmed in 4 maps, making getting ascended trinkets a breeze now.
The other parts of currency are easy enough to obtain.
Getting Ascended trinkets is now very easy to do.

All MMOs are, honestly. It’s the nature of the thing: limited tools, creative people, and time timeframes all add up to code that becomes difficult to work with over time.
(Not that line-of-business applications or websites are, y’know, better. Honest.)
