Clear out your inbox. Even if it doesn’t display as full, too many messages will prevent new mail from arriving. Delete some messages, and the dyes will likely arrive.

Try deleting some of the items in your inbox, primarily player-sent email.
The mail system has a limit of 10 emails from players and items sent from the TP are included in this limit. For some accounts, the actual limit is less than 10 (often 8 or 6, but sometimes as low as 4).
If that doesn’t work, contact support directly — you will get a personal response and they will help you troubleshoot, neither of which is true when you file a /bug report in-game.
